Inhuman

Isn't every act by humanity part of being human ? So what does it mean to be "inhuman"?

Is there a definition made by someone that everybody has to be and follow ?  
What about the variations and exceptions ? 

If it is only about gaining popular consensus, then how come we still disagree about abortions and euthanasia ? 

Yet, we still go to war !
